Correspondence (convicted prisoner)
The exchange of letters for convicted prisoners is regulated in Sections 21 - 23 and Sections 25 and 26 of the North Rhine-Westphalia Penal Code (StVollzG NRW). In principle, prisoners therefore have the right to send and receive letters without restrictions. Management of the establishment may prohibit the exchange of letters with certain persons if
- the security or order in the establishment could be compromised,
- there is a concern that contact with persons who are not relatives of prisoners in accordance with Section 11 (1)(1) of the German Criminal Code, has a detrimental effect on prisoners or impedes their integration,
- prisoners wish to get in contact with victims of criminal offences committed by prisoners and there are fears for the negative effects on the victims or vulnerable third parties resulting from this contact or these have contradicted contact being made.
Each piece of incoming and outgoing post is subject to a visual inspection for prohibited items such as money, SIM cards or drugs in accordance with Section 22 (1) StVollzG NRW. In accordance with Section 22 (2) StVollzG NRW, the exchange of letters may also be monitored as a matter of principle for reasons relating to processing, security or order. Section 26 StVollzG NRW hereby excludes several addressees or senders from this, such as defence lawyers, parliaments, petitioning bodies, data protection officers and law enforcement representatives, for example. The constitutionally protected privacy of correspondence also applies to convicted prisoners - if not unrestricted.
Postage costs are borne by the prisoner.
Correspondence (prisoners on remand)
The rules for correspondence for prisoners on remand can be found in Section 20 of the law regarding detention on remand for North Rhine-Westphalia (UVollzG NRW). Prisoners on remand can generally send and receive letters without restrictions.
A letter check will therefore only occur if this has been expressly ordered by a judge as a defence against the risk of absconding, collusion or the risk of repetition.
Postage costs are borne by the prisoner on remand.

Visiting time is two hours per month, split into two visits of 60 minutes each. The relevant permission to visit is required from the court with jurisdiction for visits with prisoners on remand.
Visits with convicted prisoners may last longer in individual cases. Judicial consent is not required.
Times for social and family visits must be arranged using the visitors list. You can do this Mondays 10.30 am - 6.30 pm. Tuesdays and Thursdays 9 am - 3 pm (lunch hour: 12 pm - 1 pm) and Wednesdays 12 pm - 7 pm via telephone on 0201 7246-156. Visiting times can now also be arranged by email (besuch@jva-essen.nrw.de ).
Each visitor must present a valid identity card or passport, as well as permission to visit from the court with jurisdiction for visits to prisoners on remand. What are known as fictional certificates can be accepted if they have been prepared on the basis of identification from another state. If the fictional certificate has been solely and exclusively prepared based on information from its owner, entry will be denied. The same will also apply to identity cards and passports which have expired.
Consents, such as releasing items from belongings or surrendering items, issuing power of attorney, etc., must be noted by a judge on the permission to visit prisoners on remand and must have been issued by the establishment for convicted prisoners. Items for inmates must be authorised before bringing them in. Handing over unauthorised or prohibited items can be punishable as a regulatory offence with a visitation ban and a fine.
Furthermore, pre-packaged parcels may be given to prisoners when visiting; these can be purchased from the visitation officer. There are parcels for 10 euros and 20 euros, 20 euros being the highest amount for purchase. Please bring the pre-counted amount with you and in the largest denominations possible.
Smoking is strictly forbidden in the establishment in family and social visiting rooms.
Important: Visits on a Saturday only take place one Saturday per month. Additionally, it is not possible to exceed the 60 minute visiting time on Saturdays for organisational reasons!
Important: Those wearing pacemakers should make themselves known before being checked!
VISITING WITH CHILDREN
For minors, a parent being imprisoned can be particularly daunting. The imprisoned parent is also confronted with the challenging task of maintaining and building a trusting relationship with the child whilst being detained. For this reason, family relationships are specifically encouraged in North Rhine-Westphalia, most notably with minors. There is therefore an additional legal element to the visit for minors. Furthermore, North Rhine-Westphalia particularly seeks to accommodate the needs of minors during the visit.
DIRECTIONS
Using public transport:
- If travelling by train, take the U17 from Essen central railway station to Gemarkenplatz station. Then travel by foot (approx. 5 min.): Down Brunostraße (left at the branch of Deutsche Bank), then take the second street on the right into Krawehlstraße.
- Or travel within the city by tram (line 106) to the Landgericht (district court) stop.
- Then travel by foot (approx. 3 min.): Down Virchowstraße (left of Landgericht and the new prosecution service), then take the first street on the right into Krawehlstraße.
Travelling by car:
- On the A52, e.g. from Düsseldorf to the Essen-Rüttenscheid exit, then take the B224 towards the city centre. After 1900 metres, turn left into Krawehlstraße.
- On the A40, coming from Bochum, take the exit for the city centre towards Holsterhausen, after 1600 metres turn left into Virchowstraße, then after 200 metres turn left into Krawehlstraße.
- On the A40 from Duisburg take the Holsterhausen/Altendorf exit, then right and left at the third set of traffic lights into Holsterhauser Straße, after 500 metres turn right into Virchowstraße and, after another 200 metres, turn left into Krawehlstraße.

The full name and date of birth must be given as the purpose for all transfers for inmates. If known, you can also provide the prisoner booking reference as additional information. Cash deposits can only be made at the paying office immediately before each visit. Sending cash in letters or even handing it over directly to prisoners is not permitted.
